HEFI’s Code of Conduct reflects our professional, ethical, financial, and social values and establishes the standards of behavior expected of all HEFI employees and representatives, wherever we operate. The Code also affirms our commitment to our clients, partners, stakeholders, and the communities in which we conduct business and pursue sustainable development.

Anticorruption Policy

HEFI succeeds through the strength of its professional excellence and is firmly committed to conducting its business ethically, transparently, and with integrity.

Corruption undermines HEFI’s core values and is strictly prohibited under Cambodian law and international standards. HEFI is committed to conducting all business activities ethically, transparently, and in full compliance with applicable anti‑corruption and anti‑bribery laws in every jurisdiction in which it operates. This includes compliance with the laws of the Kingdom of Cambodia, as well as all relevant international laws, regulations, and conventions applicable to our activities and partnerships.

As part of its ethical business conduct, HEFI also recognizes the importance of adhering to widely accepted international anti‑corruption frameworks and principles, including those established by multilateral development institutions and global conventions, where applicable. HEFI does not tolerate bribery, facilitation payments, kickbacks, or any other form of corrupt practice, whether conducted directly or indirectly through third parties.

HEFI’s Anti‑Corruption Policy is not intended to enumerate every legal requirement or anticipate every possible scenario. Rather, it sets forth the general ethical standards and principles that guide the conduct of all individuals and entities acting on behalf of HEFI, and it provides practical guidance on identifying, preventing, and addressing corrupt practices.
 

This policy applies to HEFI and its subsidiaries, affiliates, directors, officers, employees, consultants, agents, intermediaries, contractors, business partners, and any other third parties performing services for or representing HEFI, whether in Cambodia or internationally.

Human Rights Statement

HEFI is committed to respecting, upholding, and promoting fundamental human rights in all aspects of its business activities. As a Cambodian‑based company, HEFI conducts its operations in full compliance with the Labor Law of the Kingdom of Cambodia and other applicable national laws, while also aligning with internationally recognized human rights and labor principles.

Our responsibility begins with our employees and extends to our clients, business partners, contractors, suppliers, and the communities in which we operate. HEFI is committed to fair and lawful employment practices, including equal opportunity, non‑discrimination, respect for human dignity, and the provision of safe and healthy working conditions. We strictly prohibit child labor (except as permitted by Cambodian law for apprenticeships and vocational training), forced or compulsory labor, human trafficking, and any form of harassment or abuse.

HEFI respects employees’ rights to lawful freedom of association and collective dialogue, in accordance with Cambodian labor regulations. We are committed to ensuring fair working hours, reasonable working conditions, and wages and benefits that meet or exceed minimum legal requirements.

Anti‑Human Trafficking and Modern Slavery Statement

HEFI is firmly committed to respecting human rights and strictly prohibits all forms of human trafficking, forced labor, and modern slavery. Such practices are violations of basic human dignity and are not tolerated under any circumstances.

In accordance with the laws of the Kingdom of Cambodia, including Cambodian Labor Law, HEFI does not engage in or support forced or compulsory labor, child labor (except as legally permitted for apprenticeships or vocational training), human trafficking, or exploitative recruitment practices. This commitment applies to HEFI, its employees, management, and all third parties acting on its behalf.

Supplier and Third‑Party Compliance
HEFI requires all business partners to comply with applicable labor laws and to adhere to standards consistent with this policy. HEFI will not knowingly engage or continue business relationships with any third party involved in human trafficking, forced labor, or related abuses. Compliance with these principles may be required through contractual obligations, declarations, or other due‑diligence measures.

Any violations of this policy may result in disciplinary action, termination of contracts, or other appropriate legal remedies. Employees and third parties are encouraged to report suspected violations. HEFI is committed to addressing concerns promptly, responsibly, and without retaliation, while continuously strengthening ethical and lawful working practices.
